To manage MSSQL Express database, you can use free available tools from Microsoft called Microsoft Management Studio Express.

You can also use this tools to manage MSSQL 2005 and MSSQL 2000.

Please note that Enterprise Manager is not compatible with MSSQL 2005 or MSSQL Express.
